the trade in contract coolies formerly resulted in great
abuses and before any steps are taken to remove the
restrictions imposed by the Hongkong Law on the trade
being carried on in British vessels, I recommend that the
Foreign Office obtain reports from their agents in the
countries where Chinese contract labourers are employed on
the treatment meted out to those labourers.
